In a way, the answer to your 2nd question implicit in your 1st: you have the will, but lack knowledge of the process. Perhaps people who know how to organize protests don’t have sufficient will? Or time? (Mid-terms.) It’s also possible people are awaiting the outcome of these hearings before taking action.
